The way it works is each thing must be unlocked by skilling your sims. Then they must build the town from scratch. You plonk down your starter family, give them the minimum they need to survive, and set their funds to 0. You can have the collectibles spawners, fishing spots, beaches, things like that, but no structures at all. You can adjust it to make it easier or harder, I usually make it REALLY hard, just because.
